How do I know if I'm eligible?
You are eligible for Lifeline if you participate in any of the following programs:

  • Food Stamps/Supplemental Nutrition Assistance Program (SNAP)
  • Low Income Home Energy Assistance Program (LIHEAP)
  • Medicaid (not Medicare)
  • Federal Public Housing Assistance (Section 8)
  • Supplemental Security Income (SSI)
  • Temporary Assistance for Needy Families (TANF)
  • National School Lunch Program (NSL)
  • Wisconsin Works (W2)
  • Wisconsin Homestead Tax Credit (Schedule H)
  • Badger Care

Or

You live on a federally recognized Tribal land and participate in any of the following programs:

How much can I save on my phone bill?
You will save up to $8.25. Qualified residents of Tribal Lands may save as much as $25.00 per month. These benefits apply to your monthly access charge. All Lifeline customers are responsible for the payment of all applicable taxes, surcharges and fees.

Are there any restrictions?
Lifeline can only be used for the main telephone line in a household. The name on your phone bill must match the name of the participant who is eligible for the program.

How do I apply?
To apply for Lifeline call 800-236-1461 to request an application, or click here to download an application. You will need to provide a photocopy of a state issued driver’s license or within 48 hours after receipt of the following: (i) completed subscriber agreement, (ii) completed application and (iii) proof of eligibility. Other contract terms may apply.

What proof of eligibility do I need to provide?
You will need to submit a form signed under penalty of perjury verifying that you receive benefits from one of the federal or state programs that comprise the federal eligibility criteria or that you meet the low income criteria. For income-based eligibility, you will need to submit documentation verifying total household income. Your Lifeline benefits will take effect when proof of eligibility is received.

How long will I continue to receive Lifeline benefits?
Your Lifeline service will be discontinued when you no longer meet eligibility requirements.

Other Useful information

There are other options that can help you save money, including free toll blocking (with a waived deposit) and a voluntary limit on long distance calling (toll control).

Link Up helps households pay the installation charge for telephone service. This program pays some of the one-time cost of either installing local service in your home or activating wireless phone service. Link Up does not cover the cost of wiring inside your home or offset the cost of purchasing a wireless phone.

How much will I save by using Link Up?
Link Up will pay 50% of the first $60 of charges for the activation of telephone service up to $30. Qualified residents of Tribal Lands may receive an additional discount of up to $70 to cover 100% of the charges between $60 and $130.

How do I know if I am eligible?
If you qualify for Lifeline, you also qualify for Link Up.

Does Link Up have any restrictions?
You must provide proof of eligibility before service is activated in order to receive the Link Up discount. Link Up benefits do not apply retroactively to activation charges incurred before the customer applies for Link Up.

How do I apply for Link Up?
To apply for Link Up you will follow the same application process as Lifeline and provide the same proof of eligibility as Lifeline. Being a Lifeline or Link Up customer does not protect you from being disconnected if you fail to pay your telephone bill.

*Lifeline and Link Up discounts cannot be applied to an outstanding balance owed to your phone company.

*Lifeline can only be applied to one wireless OR wireline telephone per household.
